The N.C.I.C. Foundation — National Community Impact & Care Foundation — was born from a recognition that too many communities in the greater Montréal area lacked adequate support structures, despite the goodwill of many individuals and institutions who wanted to help.
Our founders saw a fragmented landscape: charities working in silos, civic engagement declining, animals suffering without adequate advocacy, and diverse faith communities hungry for a platform to collaborate on shared humanitarian goals. N.C.I.C. Foundation was created to be the connective tissue — the organization that bridges these gaps and amplifies the work of those already in the trenches.

Our animal welfare division operates a range of interconnected programs designed to address immediate animal need while working toward long-term systemic improvement in how society cares for and protects animals.
Our rescue team responds to reports of animals in distress — whether found injured on streets, reported by concerned citizens, or removed from neglectful situations. We coordinate with city animal services and independent rescuers to ensure swift, humane response. Animals in our care receive immediate veterinary assessment and are placed in appropriate foster or shelter environments while longer-term arrangements are made.
We maintain an emergency response network that can be activated quickly and a roster of trained volunteers who provide temporary foster care for animals in transition.
Animals in our care receive comprehensive medical evaluation and treatment. We fund veterinary care for animals who would otherwise go untreated due to the financial constraints of their owners or the lack of resources in shelter environments. Our rehabilitation program includes not just physical health care but also behavioral rehabilitation for animals who have experienced trauma, neglect, or abuse.
We work with licensed veterinarians and certified animal behaviorists to ensure that every animal in our care has the best possible opportunity to recover fully and thrive in a new home.
Finding the right home for an animal is as much an art as a science. Our adoption support program matches animals with families based on lifestyle compatibility, living situation, and the animal's individual personality and needs. We don't rush adoptions — we take the time necessary to ensure that each placement is genuinely right for both the animal and the adoptive family.
We provide post-adoption support and follow-up for all placements, offering resources, advice, and in some cases veterinary subsidies to ensure that adoptions are successful and permanent.
We are active advocates for stronger, more consistently enforced animal welfare legislation in Québec and across Canada. This includes engaging with provincial legislators, supporting animal rights campaigns, and participating in public consultations on matters ranging from companion animal standards to the regulation of commercial breeding operations.
We also conduct public education campaigns to raise awareness about animal cruelty, responsible pet ownership, and the importance of adoption over purchase from unregulated sources. Changing individual behavior is as important as changing policy.

Foster parents provide temporary homes for animals in transition — whether recovering from medical treatment, awaiting adoption, or simply needing a safe space while we find them the right permanent home. Fostering saves lives and costs you nothing but time and love. We provide all necessary supplies and veterinary support.
A targeted donation to our Veterinary Fund goes directly to paying for the medical care of animals who need treatment but whose rescue situation doesn't include the resources to fund it. Even a small contribution can pay for a vaccination, a spay or neuter procedure, or a critical diagnostic test that determines an animal's treatment path.
Animal welfare advocacy doesn't require expertise — it requires a voice and a willingness to use it. Follow our advocacy campaigns, sign petitions, share our awareness content, and speak up when you witness animal mistreatment in your community. Education is the foundation of long-term animal welfare improvement. We provide resources, workshops, and guidance to help pet owners care for their animals responsibly.

These workshops are free to attend and open to all community members, with special sessions for families adopting for the first time.
We connect low-income pet owners with subsidized or free spay and neuter services through our veterinary partner network. Uncontrolled reproduction is one of the primary drivers of animal overpopulation and shelter overcrowding. Accessible spay and neuter services are a critical prevention tool that we are committed to expanding.
We provide community members with clear, accessible information on how and where to report suspected animal abuse or neglect in Québec. Knowing how to report is the first step in intervention. We partner with local authorities to ensure that reports are acted upon promptly and that witnesses feel supported through the process.

Mentors for our Youth Civic Leadership program work directly with young people aged 14–24 to develop their civic literacy, leadership skills, and community engagement. This is a deeply rewarding role that requires patience, genuine interest in youth development, and a commitment to showing up consistently.
Writers, designers, photographers, videographers, and digital marketers can contribute their creative skills to help us tell our story more effectively.
